If you have any kind of antivirus that monitors web traffic directly, disable it. I'm not saying disable your antivirus software, just the web portion.
Just recently I've discovered (And a couple of others) that some web based antivirus solutions seem to mutate traffic coming in from CCP in regards to updates. In my case I had spent a couple weeks banging my head against the wall to figure this out when I found out that the antivirus software on my firewall was causing the problem. CCP has a query out to the developers of the software to see why.
I don't run AV software directly on my computers (Because I'd rather spend 3 hours reloading and reinstalling than have performance degradation even for a minute - And I am currently running 4 PCs and one IBM server in one room - and I'm more surprised I've not popped a fuse yet) but I do know that recent trends in AV software is that they monitor the inbound web traffic and could potentially change stuff up without users knowledge.

I think it'd be pretty dumb since you can only pick up the contents at 2km range.

What file am I supposed to move or delete???????
Edit: Does anyone have any ideas how I can install/patch this game? Edit 2: I failed to mention that during the entire process, AV was uninstalled.
If you're using any kind of anti-virus software that monitors your web activities, try disabling it. There may be problems with it. CCP is aware of this and trying to figure out how to get around the issue.

Which is a lie. My $600 PC from two years ago, with a $100 graphics card I put in last year. ($700 is far from a "higher end gaming rig", most basic computers cost more than that), runs fine with most settings on high, and the Incarna characters render as well as they do in my avatar.
EDIT: Just read your link. Yeah, you have a better graphics card than me (460 instead of my 450), but I found your problem, you bought an AMD processor.
DON'T BUY AMDs FOLKS, THEY RUN HOT. (I've known this for around six years, buy Intel, or plan on buying a new machine every year.)
AMD or Intel (I'm an Intel fanboy myself - 9 of the 11 machines in my household are Intel based) a game shouldn't drive his kind of hardware that hard. AMD does run hard till it burns itself out, but, previous to this release, there was no issue with over heating.
This needs to be looked at.

I run dual clients and went on a mining op last night. I noticed that in one client, my hulk was firing off the guns properly, however, the client that had the orca was not showing the hulks lasers, even if I hit the "LOOK AT" function.
